"A chief engineer is the engineer in a department, responsible and in charge of the entire team. They lead the team and are responsible for the department’s processes and each of its members as well. The team is thus guided and overseen by the chief engineer in the course of the completion of various different projects while they also participate in operations and activities throughout.
