It's critical to understand that congratulations aren't only given to recognise accomplishments. It's also a way of acknowledging and celebrating someone else's happiness and good fortune. Saying it to someone who hasn't overcome an obstacle but has reached a significant life milestone—such as getting engaged, married, pregnant, or celebrating an anniversary—conveys a special sense of empathy, a way of expressing how happy you are that they are happy. When good things happen, we express our gratitude for them for two reasons: one, it's the polite thing to do, and two, there are far too many bad things that happen to not pause and appreciate the good. It's a social instinct to share our joy with others and to share in the joy of others.
