Characteristics of personnel policies may include: it should be in written form, it should be clear, positive and early understood by each and every employee of the organisation, it should be in the line of corporate objectives, it should be in local language also, it should be generally known to all interested parties and so on. A personnel policy should provide stability, consistency and a framework to an organisation. It must try to achieve the objectives of an enterprise. Traditionally, personnel management system is concerned primarily with the five basic sub-systems, namely recruiting, placement training, compensation (pay, fringe benefits etc.) and maintenance. Personnel management can be defined as obtaining, using and maintaining a satisfied workforce. It is the planning, organising, compensation, integration and maintenance of people for the purpose of contributing to organisational, individual and societal goals.
