The notion of democracy has evolved over time considerably. Democracy is a form of government in which the people have the authority to deliberate and decide legislation ("direct democracy"), or to choose governing officials to do so ("representative democracy"). At least one fourth of the globe is still not under democratic government. Different countries face different challenges in a democratic set up. The challenge for democracy in these parts of the world is very stark. A challenge is a difficulty that carries within it an opportunity for progress. Once we overcome a challenge we go up to a higher level than before. The three main challenges are the foundational challenge, the challenge of expansion, and the challenge of deepening of democracy.
