It is a branch of computer science concerned with the design of computing machines that automatically perform a predefined set of operations. It's a step forward from diverting attention away from a specific computer or programming language. The theory takes into account a mathematical model of computing. Such a model reduces the machinery and language to a bare minimum, making manipulations theoretically simple. These mathematical models (finite-state machines) should not be used in any real programming language. According to this theory, many questions remain unanswered, such as whether a human mind is capable of answering questions like a computer, whether people have the same limitations as machines, and so on.
